For every 60 (45/75) tech days invested, you invest an extra PL for every 6 PL you distribute into Ki, Physical power, or both. (You invest 6, you actually invest 7. You invest 12, you get 14. You invest 6000, you get 7000, and so on)

This upgrade is repeatable.
